9 departments issue guidance to promote high-quality development of the catering industry
The catering industry is closely related to the daily lives of the people and is an important field for promoting consumption, benefiting people's livelihoods, and stabilizing employment. In order to deeply implement the decisions and deployments of the Party Central Committee and the State Council, stabilize and expand catering consumption, support the high-quality development of the catering industry, and further enhance the main role of consumption in the domestic circulation, the Ministry of Commerce and nine other departments recently issued the Guiding Opinions on Promoting the High quality Development of the Catering Industry (hereinafter referred to as the "Opinions").
In promoting the green development of the catering industry, the Opinion points out that we must resolutely stop food waste. Strengthen the supervision and law enforcement of anti food waste, and expose illegal cases in the catering industry in accordance with the law. Improve the standards and regulations for anti food waste in the catering industry, guide industry associations to strengthen industry self-discipline, and cultivate demonstration units for food conservation. Guide catering business entities and takeaway platforms to improve food information, strengthen the prompt of ordering appropriate food, encourage serving of individual dishes, and provide small meals. Strengthen the promotion and guidance of preventing food waste in the catering industry, incorporate anti food waste into the teaching content of compulsory education, and drive the whole society to fight against food waste through "small hands pulling big hands". (The Central Propaganda Department, the Central Cyberspace Administration, the National Development and Reform Commission, the Ministry of Education, the Ministry of Commerce, the State Administration for Market Regulation, the State Administration of Radio, Film and Television, and local governments shall be responsible according to their respective responsibilities)
To promote low-carbon and environmentally friendly development. Strengthen the control of catering fumes and noise emissions, and encourage areas with conditions to provide support for energy-saving and pollution control renovations of catering stores. Promote the reduction and resource utilization of kitchen waste at the source, and continuously reduce the use of disposable plastic products and packaging materials in the catering industry. Establish a sound green catering standard system, encourage local and industry associations to cultivate and create green catering enterprises and restaurants in accordance with laws and regulations. Promote healthy cooking models and balanced nutrition meal preparation, and promote the concept of nutrition and health.

餐饮业与人民群众日常生活紧密相关,是促消费、惠民生、稳就业的重要领域。为深入贯彻党中央、国务院决策部署,稳定和扩大餐饮消费,支持餐饮业高质量发展,进一步增强消费在国内大循环中的主体作用,商务部等9部门近日印发《关于促进餐饮业高质量发展的指导意见》(以下简称《意见》)。
在促进餐饮业绿色发展方面,《意见》指出,要坚决制止餐饮浪费。加强反食品浪费监管执法,依法曝光餐饮行业违法案例。完善餐饮领域反食品浪费标准规范,指导行业协会加强行业自律,培树餐饮节约示范单位。引导餐饮经营主体、外卖平台完善餐品信息,强化适量点餐提示,鼓励分餐制,提供小份餐。加强制止餐饮浪费宣传引导,将反食品浪费纳入义务教育阶段教学内容,通过“小手拉大手”带动全社会反食品浪费。(中央宣传部、中央网信办、国家发展改革委、教育部、商务部、市场监管总局、广电总局和各地方人民政府按职责分工负责)
要促进低碳环保发展。加强餐饮油烟、噪声排放控制,鼓励有条件的地方对餐饮门店节能治污改造给予支持。推动厨余垃圾源头减量和资源化利用,持续减少餐饮领域一次性塑料制品和包装物使用。建立健全绿色餐饮标准体系,鼓励地方和行业协会依法依规培育创建绿色餐饮企业、绿色餐厅。推广健康烹饪模式与营养均衡配餐,传播营养健康理念。
